DETROIT POLICE DEPARTMENT - REJECTS, CLEMIS PROGRAM
Detroit - Murder Capitol - USA, the most dangerous city in the USA, can't afford $1.2 million for a CLEMIS (Courts Law Enforcement Management Information System) computer system for its police departments officers - who are understaffed, overworked, poorly equipped and under paid ????? (DETROIT NEWS 1/18/13)
Detroit who has a interim Police Chief (Chester Logan) who can't articulate - what adding 1,000 police officers to the Department - would mean, rejected a proposal to join CLEMIS, because the City can't afford it ????????. Detroit which had the lowest hiring standards in Michigan needs 1,000 new officers and to raise its hiring standards, the money for the officers must come from State and Federal Grants. Detroit has paid millions of tax dollars to a so far for a failed DOJ Consent Decree oversight. (1993)
And yet the PC and the Mayor are trying to put more police on the streets, to the detriment of other essential investigative and other police services.
Detroit Police Officers can't properly respond to crimes in progress, crime scenes because of a lack of manpower, equipment and training, - need all the help they can get and adding a computer system that would make them more efficient is essential and proper. Rejecting the CLEMIS shows that the leadership of DPD is lacking. Remember we had a Police Chief and City Council ready to spend $5. million dollars on a silly 'shot spotter' computer system.
Federal Judge Julian Cook, who has been sitting with his eyes closed, for ten years - while presiding over the Department of Justice Consent Decrees should, issue a court order, mandate that DPD join CLEMIS - forthwith, with no excuses or delays - the money that has spent on oversight could have been better spent on the System. Judge Cook must order the Department to hire 1,000 new police officers, and order Federal grants to pay for them.
Detroit Police Officers need all the help that they can get - but the Mayor, City Council and Judge Cook - do not seem to want to make fighting Crime the #1 issue in Detroit. Fiscal Crisis is important but people are dying in the streets and their homes.

NRA vs. PRESIDENT OBAMA - AMERICAN PEOPLE / POLICE OFFICERS
President Obama has drawn a line in the sand - supporting reasonable gun control legislation - but the NRA and its paid lobbyists and paid up politicians and even the State of Texas legislators have rejected them and oppose them.
So it is now - National Rifle Association vs. the American People....
It is time for all law enforcement officers: police officers, county sheriffs, state police, and other law enforcement officers, executives and union leaders to stand up and support the President and for the American People.
Police officers (et al) don't carry military assault rifles, with high capacity magazines, street sweeper shotguns etc, on a 'normal or ordinary' police run - but we could be facing them from behind closed doors or window curtains as we walk up the sidewalk, to render help, assistance or advise.
The American Constitution, that the NRA and 'strict constructionists' believe in doesn't guarantee the right to own a military style assault weapon with high capacity magazines. George Washington, Thomas Jefferson, John Adams, Ben Franklin believed that American's should be allowed to 'bear arms' (muskets) as part of a 'well regulated military' - they would be appalled and afraid of citizens owning a military assault weapon - weapons of mass destruction. They wanted citizens to be able to protect themselves against the British and 'savage' Native Americans - not to be able to massacre children, or an entire town.
The Founding Fathers would not condone owning a 'Gatling gun' a 'Thompson' sub machine gun, and 'Uzi / Mac10' machine guns, a 'Street Sweeper' shotgun, and certainly not an AR15 assault weapon, combined with a magazine that holds 30 or more bullets.
Now is the time - a call to action - for law enforcement officers and all citizens to stand up to the NRA and to those paid by them, that oppose - protecting us all.
No one wants to confiscate weapons to protect the home or legitimate hunting weapons, but - military style assault weapons and high capacity magazines must be banned and other reasonable restrictions must be put in place and enforced to protect your family - fathers, mothers and children.
NRA = GUN NUTS, FOOLS, PAID POLITICIANS - STAND UP TO THEM....
Do you think the people of Newtown, Ct, are rushing to buy guns and assault weapons, to protect themselves !!!! - from another school, movie theatre, or public gun massacre ???...
The NRA, Fox News (?), misguided gun nuts and others are trying to make us feel guilty for talking about gun laws and assault weapon bans, in the wake of the child massacre in Newtown.
NRA and their gun nut, fools and paid politicians members are trying to downplay another gun massacre, make us think - its about a single deranged shooter - and not the insane and wrong headed 'gun culture' that is engrained in the US culture. Our wrong belief that people kill people, not guns !!! And that more guns in the hands of more people will solve the problem.
There automatic response to our very prevalent - gun massacres - is more guns, less laws...'Don't take our guns away' - because then only criminals will have guns'. Not acknowledging that the availability of guns - is how criminals get guns ( from home invasions, B&E of autos, etc)
Military assault weapons (AR15 /16s - AK 47s - Uzis - Mac10s - etc ) are not guns. They are military weapons designed to kill a large amount of people in the least amount of time. High capacity magazines allow you to have all of the ammunition you will need without reloading as often as needed with smaller magazines.
Our Founding Fathers (1781 - 231 years ago) and our Constitution could not have imagined these personal weapons of mass destruction and death.
The Fathers were trying to establish the right of citizens to be able to protect themselves, their families, homes and towns from the English, French, and 'savage' Native Americans, before the establishment of local police departments, state police, FBI and other law enforcement agencies that have been created to fill the need for public safety - common sense guns laws (except) for home protection should be discussed and reevaluated to make them stronger and more effective.
We need an immediate Assault Weapons / High Capacity Magazine Ban - The President, Congress, Governors and State Legislators must all stand up pass similar legislation - Stand Up against the NRA. We also need to review all gun laws to strengthen them and make them more effective.
We need and END to 'Open Carry Gun Laws' in Michigan and in every state in the Country, and more and improved training for those 'legitimate' citizens who want and have 'concealed weapons permits'....Everyone who carries a gun - should know how and when to properly use the weapon and a clear understanding of the rights and responsibilities of having a gun, in public.
Michigan Governor Snyder must Stand Up to the Tea Party / right wing Republicans and the NRA and VETO - the recently passed gun bill, that would allow gun to be brought into schools, stadiums, hospitals, and have a real review of the Michigan 'Open Carry Law' and 'CPL Law' - to ban OC and to make mandatory more training for CPL carriers.
I am a retired Detroit Police Sergeant - I want the massacres of innocents to be stopped - and the availability of military style weapons to end.

DETROIT POLICE RESTRUCTURING.. THE TRUTHS
DETROIT RESIDENTS DESERVE THE TRUTH....
DETROIT POLICE DEPT - NEEDS LEADERSHIP...NO POLITICAL - PUBLIC RELATIONS GARBAGE...
TRUTHS:
You should not - cannot restructure the Police Department with tainted / failed leadership tied to past administrations.
Detroit Police - first and foremost - need more police officers, no restructuring will compensate for lack of police officers (bodies). To get more - they need State and Federal grant money. The Mayor and City Council should go to Lansing and Washington as much as necessary to secure the grants.
Detroit Police - need - a new Police Chief, selected in a real nationwide search, for the best and brightest available person. NOW not later. This should be a priority.
Not 'everybody with a badge and a gun' - should be patrolling the streets, Detroit needs police officers in police Sstations servicing the public / residents. Detroit needs police officers - responding to crime scenes, making reports, collecting evidence and showing residents that police officers are concerned about them. Detroit needs its detectives in local precincts - investigating and solving crimes (not patrolling the streets).
Detroit Police Department needs to QUIT - the DOJ Consent Decrees! Judge Cook and US Attorney Levin have failed since 2003 to get compliance. The Feds then will have to look at the DPD and see how to fund reforms and how to make the DPD viable to serve residents. Police Officers and millions of dollars have been diverted to this effort, while hundreds of Detroit residents have DIED, been shot, robbed and raped - the money could have been used more effectively and the Consent Decrees are not worth the death of more Detroiters.
DPD needs a Gang Intelligence Unit - not Gang Squad, police officers should be trained to recognize gang members, signs etc, making every officer Gang knowledgeable and use the GIU to collect and disperse current gang related information - to all officers.
Finally - all members of the DPD should be speaking out to the Media - letting the public know - what is going on inside the Department and their recommendations for fixing the problems - that effect them, and their families.
Detroit Police Officers work hard every day - They are doing their best to protect the residents of Detroit, it is the political leaders, the Mayor, the City Council and poor police executives that are failing Detroit residents and responsible solely for the high crime rate and homicide rate.

DETROIT POLICE CRIME STATS - UNTRUTHFUL, PHONY, NOT CREDIBLE
DETROIT CRIME STATS are UNTRUTHFUL, PHONY, INACCURATE...etc etc.
For Mayor Bing to say with a straight face and apparent sincerity that "Our DPD data show an overall DECREASE, in major crime categories, despite an increase in the homicidee rate" shows that Mayor Bing is out of touch with the crime rate that is destroying Detroit and forcing residents to flee the city. Bing is tone deaf and ignorant of how dangerous the neighborhoods are - how frustrated police officers and residents are with the oppressive crime rate.
Detroit cannot give out accurate crime stats - because- DPD cannot collect accurate data - former PC Ella Bully-Cummings closed 50% of all precincts and x-disgraced PC Godbee closed the remaining precincts for 16 hours, and the inability of police officers to respond to crime scenes makes crime stats inherently inaccurate - do to UNDERREPORTING. Telephone Crime Reporting is not credible for residents and the recently publicized reopening of Mini Stations is phony public relations garbage, and a failed experiment from the Coleman Young era.
Detroit needs a new outside Police Chief - a Mayor and City Council that makes public safety the #1 issue in Detroit.
ps. Charley LeDuff - I think the population of Detroit is closer to 600,000 than 690,000 - so the homicide rate is even worse based on number per 100,000. Keep up the good work..
