from DPD LSA meeting...3/21/12
Are Detroit residents aware that:
That the DPOA / LSA / COA members will not vote on the tentative agreements with DPD unions....because the agreement signed by all three (3) Unions has not received the approval of Gov Synder....after all these weeks...months...
Only then can the agreements be voted on...so every day Detroit moves closer to bankruptcy and an Emergency Financial Manager......
Are Detroit residents aware that:
The proposed savings that Mayor Bing touts will help stabilize the financial situation in Detroit - the $330 million dollars in savings from the Pension Funds is based on faulty
unrealistic statistics - that the Pension Funds will return 8% earnings yearly, for the next 30 years?
Andy Dillon is a meeting, Tuesday -
with Union leaders said Detroit does not have a 'Union problem, it has a management problem'...He said Detroit has too many unions - 48 - and should have only 'maybe' 4....
Dillon also suggested - that Detroit Fire Dept merge / or share fire duties with Highland Park and Hamtramck...
That Chris Brown, the Mayors rep at the meeting, disparaged DPD officers and Union leaders and blamed them for DPD overtime saying - 'you control the overtime' and that Chief Godbee just sat failing to correct Brown....DPD officers DO NOT RESPECT - PC Godbee...

BROKEN WINDOW THEORY - BAD FOR DETROIT
'Broken Window' broken policy - Detroit Police Chief Godbee - needs to be replaced.
OMG...PC Godbee has finally gone over the edge - he wants good community relations but 'we aren't in a position to talk about mishandled tickers'..Godbee should respond to legitimate concerns of the public and media.
He has failed the residents of Detroit and his police officers - and things are only going to get WORSE - with his new 'broken window' enforcement.
Godbee needs to be replaced...ASAP....

PC Godbee has introduced a 'broken window' enforcement program for Detroit - which will divert more and more police officers from patrol - to non essential enforcement of ordinances - for which officers don't have time to do and not enough jail space to use as a result of their enforcement efforts..
This is another of Godbee's - SMOKE AND MIRRORS - programs to fool the public into believing that he is doing something to fight crime - he isn't and he dosen't have the respect of his officers..
Tell the Mayor and City Council - to stop this 'BROKEN WINDOW' enforcement and 'virtual precincts' program.
Detroiters stand up and say " I am mad as hell, and I'm not going to take it anymore" David

DETROIT POLICE 'MAYTAG REPAIRMEN' INVESTIGATED FOR SPEED
INFO UPDATE...FROM DETROIT POLICE OFFICERS...
Since Detroit PC Godbee thinks DPD Officers are 'Maytag' repairmen, just sitting around waiting for something to happen....it seems he has hit upon an idea to keep some investigators busy - he must have too many homicide investigators...
PC Godbee has ordered investigations of all police cars that exceed - 80mph - be investigated...and some POs have been written up, including a duo that was responding to and 'officer needs assistance' call.....
POs...apparently cannot pursue speeders - now...either....
Their is no abandoned car officer in the 6th/8th/ Northwest District (?) that means stolen cars are not being found...abandon, stripped, vehicles are not being removed from city streets..
Community relations officers have been put on street patrol - leaving a void
'Virtual Precincts' remove a valuable contact point between residents and police officers..
Some residents, when the precincts were actually open, had to wait for hours to make a police report...
Godbee and Bing have it wrong - Detroit residents and police officers deserve better...
If you have a comment leave one...or comment on Facebook...

DETROIT POLICE - VIRTUAL PRECINCTS ??
VIRTUAL DETROIT POLICE PRECINCTS !
OMG - Detroit Police Chief Godbee has foisted / imposed / the most outlandish Reorganization Plan on the residents of Detroit - that will put Detroit Police Officers and residents - lives in danger...!!!!!
He will close precincts - a necessary public building that should be kept open, at all costs - close City Hall, cut the City Council staff and budget - but keep police precincts OPEN - 24 / 7 - Detroit is not Boston or Lansing, it is Detroit a deeply troubled city with very serious crime problems. Say Goodbye to Detroit's false claim of 'community relations'.
Godbee, the Chief that shouldn't have been, and with the apparent approval of Mayor Bing, will close the precincts between 4pm - and 8am ( 16 hours) to the public. Precincts have been an essential safe haven, crime reporting, and contact point between the community and the police - it is outrageous and simply, defiantly wrong to close any Detroit Police Precinct for any time.
There needs to be some restructuring within the police department - some inside police duties should be shifted to sworn civilians - but to denigrate and deceive Detroit residents, into believing that police officers don't serve the needs of residents by working inside the precinct stations - is a damnable lie - and Chief Godbee comparing officers who work inside to "Maytag repairman - waiting for a crime to happen" is insulting, and clearly dim witted. Godbee has insulted all police officers in Detroit and throughout the nation, with this clear misrepresentation of what police officers do - while assigned to inside duties.
Detroit needs more police officers on the street - patrolling, but officers are needed to take thousands of police reports that citizens make inside the station - that patrolling officers can't take - which frees officers to keep patrolling.
Detroit needs police detectives in the precincts - to investigate the crime that patrolling officers and desk officers take - they need to be the contact point for residents who can't figure out where to go to get follow up information - on their reported crime.
Crisnet, the primary crime report system for DPD has been a mistake and a ball and chain around the ankles of police officers since former PC Ella Bully-Cummings approved using it - it keeps police officers from properly patrolling the streets - I have complained about it for years - former Asst Police Chief Ronald Haddad (now Dearborn PC) wrote, and infamous memo, confirming my criticism of Crisnet and every police chief since Cummings has said - Crisnet would be dropped - it has not been - so police officers continue to be burdended by a slow crime report system.
Councilman Gray Brown, has said that he could save DPD $8 million dollars, but has failed to put his suggestions on the table - but continues to try con Detroit residents with his ignorant blather - rather that putting a concrete proposal out - so it can be discussed.
Bing put his faith and the lives of Detroit polic officers and residents in the hands of Godbee - and we have got NOTHING GOOD from him.
I have complained about the low hiring standards, lack of training and lack of equipment in the Department, and for years about the nepotism, favoritism and cronyism that has corrupted and destroyed the Detroit Police Department.
I have said for years that Detroit police officers and residents deserve better from its political leaders and it police executives - Godbee's 'virtual precincts' and his lack of real, solid, and creative solutions to the Departments problems and Mayor Bing's support of him - shows that both Bing and Godbee need to be replaced, and the sooner the better - for the safety of officers and residents.

DETROIT MAYOR BING - WRONG DELUSIONAL - RESIDENCY
Detroit Mayor Dave Bing is thinking of ways to restore residency for public safety employees, police, fire, ems - he is wasting his time - that shipped has sailed, that train has left the station. State Law and Detroit's failure to include that demand in ACT 312 negotiations over 10 years ago - and the mass exodus of black and white police officers, firefighters and EMS techs should have shown the Mayor the truth about Detroit - its unsafe for City employees and their families, to live in Detroit.
Police Officers are especially vunerable to living and working in Detroit, because if they take police action - their families maybe endangered. If they lived in a neighborhood - their neighbors knew it - and so did the criminal element. Their neighbors would expect the 'neighborhood' police officer to help solve neighborhood problems - placing police officers families in danger if they helped or didnt help.
Detroit Police Officers - black and white - fled the City because it was unsafe for their families and because the Detroit School System is such a complete failure. Any reasonable person who has the means and the ability to move out of Detroit will do so to protect their families, and police officers were most vunerable.
Mayor Bing should concentrate on raising the standards for police applicants - raise the minimun hiring age to 21, raise the educational requirement to two (2) years of college (AA degree), and stricter criminal and driving background checks.
Bing should also, make sure the police and fire departments have better equipment - police officers should not be driving cars with 100,000 miles, with non working radios, sirens, and emergency lights. They shouldn't have to jump start their cars to begin patrol.
Bing should make police officers welcome in the City and should stand behind them - with good pay and support.
Bing should demand the Detroit Public School Board hold itself to a higher standard and demand that it work with Robert Bobb to improve the school system.
Public safety employees will move back to the City when its streets are safe and its school system educates its students by national standards - not before and they should not be asked or required too.

DETROIT UNCOVERED - INTERIM CHIEF GODBEE..
www.detroituncovered.com - clip and paste and read the context of this post...
PO John Bennett writes it and has taken punishment for it...suspended for years, without pay - for speaking out about the Detroit Police Department and its problems...
"This double standard is why our (Detroit police) department will never get it's act together nor get back to being respected." anon
"The Chief is supposed to lead by example. Have you forgotten the Code of Ethics? His situation has shown how hipocritical he and the rest of the administration is and has been." anon
"We are dealing with not only the departmental issue but the Moral issue. If you accept this situation than your obviously too far gone and certainly have not been introduced to that higher standard most have been subjected to at any Trial Boards." anon
"Why so much support for this slimeball Godbee? Is the city so hard up for a Chief? This is your website, J.B., but your support for some is puzzling." anon
The above published comments - show what a divisive issue Godbee has become.
On Let it Rip (Fox2Detroit.com - Aug 12), I said that Godbee should not be the face of the Detroit Police Department. His relationship with Patterson, disqualifies him from being Chief of Police.
It may not be illegal, as Tracey Henry and Charlie Langton said, but it is morally and ethically wrong! - that is why Bing should remove Godbee as Chief of Police.
Detroit is the butt of too many jokes, it has lost respect in many areas, its reputation is hurting the City - nationwide and Godbee is part of the problem and must be removed - now.
For years, I wrote in the Tuebor (DPOA newpaper) about the problems within the Department and my suggested solutions - no one seemed to want to address them - so the Department went from bad to bad to bad as Police Chief after Police Chief failed its officers and residents.
Nepotism, Favoritism, and Cronyism has infested the Department since I joined in 1977. It is a disease that has to be cured - and - the only way is to have a National Search to find a nationally respected and ethically unchallenged police chief. It will not be easy - and concessions to the new chief will have to be made - in terms of autonomy, and his ability to make the necessary changes to make the Detroit Police Department a respected police department.
Detroit has had to many inbred police chiefs - too many who took care of themselves and their favorite people - too many that have committed crimes and adultery!
Godbee was not the first.
It is time for Bing to rise to the occasion - to spend the money, take the time to find a man or woman who can lead the Detroit Police Department to national recognition for its efforts in all aspects of policing - a Chief who can command respect nationwide, of its own police officers and residents.
If you comment on this - please have the courage to use your name.
Detroit needs thinkers and doers - people who 'speak truth to power' and whose names are attached to their speech / comments.

DETROIT POLICE CHIEF RESIGNS ??? MAYOR BING FIRES POLICE CHIEF..
No one really believes that Detroit Police Chief Warren Evans - resigned.
He was fired by Detroit Mayor Dave Bing - who no longer had any use for Evans, who was selected as Police Chief to remove him as a mayoral candidate.
Detroit has been plagued by bad police chiefs starting with Mayor Young's - felony chief - William Hart, thru Stanley Knox, Isaiah McKinnon, Benny Napoleon, Jerry Oliver and worst of all - Ella Bully Cummings.
Evans was 'aggressive' in fighting crime - he showed Detroit residents that the police department wasn't sitting on its hands, that he would commit officers to the street to engage the criminals that were destroying the neighborhoods and fabric of Detroit.
Chief Evans was a pit bull - not a mayoral lap dog or bobblehead like some former police chiefs that have occupied the Chief's chair, in name only.
Chief Evans, for over a year - failed - to rid the Department of: Crisnet (report system) that is a ball and chain around police officers and keeps them tied to a computer, and doesn't allow them to patrol effectively; adopt a Verified Response System - to handle false B&E alarms; obtain Jail cells and medical facility for Detroit Police prisoners ( 1/2 of Detroit jail cells were closed by Cummings and Detroit is paying millions of dollars for emergency medical care for prisoners - unnecessarily...
Detroit no longer needs Police Chiefs - the inbreeds that have helped destroy in infrastructure and morale of the Department. Detroit needs a National Search for a new police chief - a chief who will bring national respect and intelligence to a job that has been for too long occupied by political underlings with no independence and strings attached.
Detroit needs a new chief to come in and clean house.
Mayor Bing says a National Search will be done - I have advocated that for over 20 years - maybe now - it will happen????
Ralph Godbee, will make a good interim chief - a better public information officer.
ps: Muhamed Oakdie, former DPBPC, made foolish and ignorant comments about the best police chiefs come up thru the ranks...look at the history of bad Detroit Police Chiefs - Hart, Knox, McKinnon, Napoleon, Bully-Cummings - who have come up thru the ranks.
ps: CP Pugh " surprised " at Evans resigning??? Where has he been - it was not a matter of if - he would resign, just when would he be fired...
ps: Apparently Detroit Mayor Dave Bing - hasn't got the stomach or courage of his convictions - He has Deputy Mayor Saul Green - Fire - err accept Chief Evans resignation.

ARIZONA - IMMIGRATION LAWS - ENFORCEMENT - POLICE OFFICERS
I am retired Detroit police officer.....
Still applicable today..........affects everyone..
I responded to a B&E report at a construction site, years ago...when I tried to get info..and see who made the call...no one spoke english...not one of over 8 people...
I called INS & Border Patrol...and each put me off...claiming they didn't have manpower to investigate illegal aliens at a job site...finally border patrol said they would 'refer' the matter to a job site task force...i believe they never investigated the situation...and I never got a call asking for information...
The situation was dangerous because I couldn't get info on anything...couldn't eventually ID anyone, no one seemed to be supervising the construction (let alone construction standards)...and couldn't determine if a crime had occurred - which means additional crimes could still be occurring and workers lives could have been endangered..and later I was told I couldn't investigate or even question immigration status, because we weren't trained and had no authority....that is wrong...
Early in my career around 1979 ..working a morality / vice unit...we raided a blind pig in the Delray area - and called the border patrol because possible immigration violations and a border patrol officer responded and made several arrests...and we worked well together...
INS ...Boder Patrol ....DPD dont have enough officers or agents to enforce immigration laws - which is dangerous to the aliens and national security.....
But working together...we can show some enforcement and be a deterrent...all law enforcement officers local police and state police should have authority to inquire and detain suspected illegal aliens....if they cant speak English - can't produce a drivers license, passport, visa, work papers or a green card..that is probable cause - not profiling....No ethnicity, age, race involved.
Local police agencies shouldn't be bogged down enforcing immigration laws - but they shouldn't have to ignore the enforcement....cooperation....will make us safer - for all........
Sgt DPD Retired
ps..the most important thing that Arizona can do is stop the flow of guns into Mexico
that would make the southerwest border state residents - safer, and the Feds need
to have an assault weapons ban - and cooperate with state and local officials in
States and work more closely with Mexican officials to stem the tide of guns
being smuggled into Mexico.

DETROIT FREE PRESS ARTICLE - SGT DAVID MALHALAB, DETROIT POLICE - RETIRED
FEW MINUTES WITH ...An ex-cop who calls it as he sees it
BY JIM SCHAEFER • FREE PRESS STAFF WRITER • March 29, 2009
If the guy in the photograph looks familiar, that's because David Malhalab has been a Detroit media gadfly for years.
Malhalab, 58, started popping up in publications like the Free Press in the 1980s, when he was one of the few Detroit street cops who would talk to reporters. Back then, and even today, talking to the media without approval could be risky to a career.
But Malhalab always talked. And e-mailed. And talked. Sometimes the media ignored him; sometimes he made it onto the airwaves and into print.
He's no longer a cop, but he still talks. Just this month he popped up with Huel Perkins on Fox 2's "Let it Rip."
You have to wonder what makes a guy like Malhalab tick.
QUESTION: David, you and I have known each other for years. ... What in the world made you decide to become the self-appointed spokesman for Detroit police?
ANSWER: Because I saw the lack of training, lack of equipment, the nepotism, the favoritism and the cronyism was having a detrimental effect on police officers and the delivery of police services to Detroit residents.
Q: You lived through a number of different chiefs. Who was your favorite?
A: None of 'em!
Q: If you had to choose one of them to be your chief today, which would it be?
A: None of 'em!
Q: If you had to.
A: If I had to? (Laughs.) Probably Chief Hart.
Q: Really? The guy who stole $2.6 million from the secret service fund? Had money fall from the ceiling of his home? Went to federal prison?
A: In terms of being a police officer, not being hurt by a chief, William Hart was probably our better chief. ... I'm not condoning what he did.
Q: You ever get any grief from coworkers, family or friends about talking so much? Do they ever say, 'David, just give it up!' "
A: I've had some criticism. "Oh, you're on TV too much." ... All I say is, "I'll give you the reporters' phone numbers. ... You tell 'em what you believe to be the truth, what you see is going on."
Q: Will you ever shut up?
A: (Laughs.) When I'm finally cremated, I think you may have heard the last from me.
Q: What else should I ask?
A: I'm single. Looking for a fun, enjoyable woman that wasn't astonished at my appearance on "Let it Rip."
Q: You looked fine.
A: God, I looked like a big head with hair!

He was so honest pointing out the problems in the department-he was a constant pain to Coleman Young. DETROIT CHIEF OF POLICE BARREN - NEED TO DO THIS - NOW
September 19, 2008 / February 14, 2009
Dear Chief Barren,
Whether you are Chief for months or years, you can have a dramatic impact on the Department, crime in Detroit and the residents of Detroit, in a very short time by:
Implement a 'Verified Response System' for B&E alarms - this would allow officers to respond to crimes in progress - remove their security guard duties....and improve response times ....
Replace 'Crisnet' the complicated, time consuming and unnecessary main police report that officers have been burdened with.
Begin talks with Wayne County about building a new Jail / Medical facility that Detroit needs - because Detroit lacks jail space and is spending millions of dollars on unnecessary medical costs for prisoners.
Raise the hiring and training standards of Department: raise to 21 the hiring age, require two (2) years of college (or military service w/a psychological evaluation). Recruit at black colleges, and local colleges.
Detroit needs new police precinct stations, a new police headquarters and an end to the nepotism, favoritism and cronyism, end the DOJ oversight.
But the most important thing you can do - is get Money. You should fly immediately to Washington and meet with the Michigan Congressional Delegation and tell them to get Detroit money to hire, train and equip - 500 police officers - immediately.
You need to have grant writers working 24/7 to get Homeland Security money, for new hires, training, a mounted section, a harbormaster unit, new scout cars, computers, police headquarters and new police stations.
We are a border city - we deserve the money. Our National Security requires it. You must make it clear that if Detroit doesn’t get the money - that you can't comply with the DOJ decrees, can't properly protect Detroit residents or police offices and that the Feds should then take over the Detroit Police Department and pay the bills - something NO one wants to happen.
Get to work Chief Barren - best wishes..I am here for you. David Malhalab, Sgt Retired

DETROIT JUST SAY NO - COLEMAN YOUNG, NAPOLEON, MCPHAIL (ETAL) - CHIEF BARREN TAKE NOTE...
When Mayor Cockrel announced James Barren as the Chief of Police we all heard him say that he would not be dipping into the police department; he would let Chief Barren run his shop. We received information that Chief Barren was set to name Ron Fleming his Assistant Chief but has been rebuffed by Cockrel and Deputy Mayor Saul Green.
The source said Green opposed the appointment. Fleming has a long history in law enforcement in Detroit dating back to the Coleman Young days. He later served as Deputy Chief of executive protection for Mayor Kilpatrick until he had run in's and disagreements with troubled Police Officers Loronzo Jones and Mike Martin, Kilpatrick's long time buddies.
Cockrel received kudos for his selection of Barren, Green and several other appointments from us . In an e-mail to us Mayor Cockrel denied any interference with Chief Barren. He said Chief Barren makes the calls but keeps him in the loop.
Young gets petitions - State Representative Coleman Young II has taken out petitions for a possible run for mayor. Young, 25, is among a list of 32 potential candidates.

Say it ain't so - John....
The above column by John Bennett, if true, is a scary reminder that the future of Detroit can be damaged by poor choices for Mayor of Detroit.
Coleman Young II, the bastard son, of deceased Mayor Coleman Young who contributed to the decline of Detroit and architect of the wall between Detroit and the suburbs, wants to be mayor - based on his name, not accomplishments.
Benny Napoleon, the former Chief of Police who failed to improve the Department and who rose through the ranks, not on merit - but connections wants to be mayor - too...and he was tiedto Sharon McPhail - that in of itself disqualifies him...
Sharon McPhail - OMG, not again...she can't believe that Detroiters will vote for her? Delusional - Egomaniac - only a doctor would know for sure...
Note: Its not how they come in - its how they go out....dlm
Detroit Police Chief James Barren should not reach back - to the Coleman Young era to bring back - Ron Fleming to be included in the police department. He has too too too much baggage to be effective or respected.
There are several former police executives that can be brought back - Brian Turnbull, Cara Best to help the Department.
Ike McKinnon came in with hope - but went out in disgrace - Barren shouldn't make the same mistakes...

DANEROUS DETROIT POLICE STATION, VACANT - OPEN TO TRESPASS, $$$$ WASTED AND STOLEN
Danger.....clear and present ...Danger...
The 8th police precinct bldg is a clear and present danger to Detroit school children and residents. It is in much worse shape than reported by Florence Walton of WWJ radio. There are broken windows with jagged pieces of glass ready to fall on anyone looking or going inside... the front doorway of the 8th precinct is open to trespass as is windows that are broken out - that can also provide entrance to the bldg..that appears ransacked....police paperwork is strewn in the lobby...the second floor detective bureau windows are broken out.. as is virtually every window in the precincts garage...desks - tables - typewriters are have been tipped over - collecting dust and surely vermin lurk in this place of refuge for them...any person - child - malcontent who has a grudge against police can go in and get a modicum of revenge ...glass can fall and kill a child,in a second or they could slip and fall inside - die - and no one would know...
This did not happen overnight or within the last week...has no city employee or city official noticed the continuing damage and desecration of this place that provided work and safe haven for Detroit residents and visitors... The Mayor and Police Chief need to be halled into Blight Court, fined and made to be locked up in the closed jail cells and made to serve their time there...where prisoners no longer are held - where citizen groups no longer meet, where police officers no longer work to protect residents and visitors...where detectives no longer work to solve crimes and work to prevent crimes...where frightened victims of crime can seek refuge and help...
Detroit deserves its ranking as 'thee #1 most dangerous city in America' because the Mayor and Police Chief closed police precincts - doubled up police officers in police stations not designed or capable of holding twice the number of police and their equipment...of closing jail cells - so that police officers can not lock up some criminals (and criminals know that)...of leaving police stations open to trespass and destruction...the DOJ (is a convenient excuse - for jail closings) but tell that to a victim - violated by a criminal who should be in a city jail, but who roams free..free to commit crimes because their is no space at the 'police district lock ups'....and because the patrol areas are too large to properly and timely patrol and respond to a call for help...or to catch a thief, murderer, robber or rapists...We have seen jail cell bars strewn on a vacant lot - as the 5th precinct was torn down - no more jail cells to hold prisoners. The 13th precinct will become a restaurant (?) as if Detroit had too many jail cells and tooooo few criminals / prisoners.
This is the state of the Detroit Police Department - which for years I have tried to get the media to investigate these conditions - and which they have turned a blind eye, voice and ear...where have all the muck raking, investigative journalists gone - gone far away from Detroit... reportedly 35% percent of news is not reported because it will hurt the 'bottom line' - the revenue of a news agency - what a disgrace...
Detroit has been hurt by its political leadership and its blind, deaf and dumb news reporters...Its time things change....NOW IS THE TIME...TO DO THE RIGHT THING...

ps...safety of Detroit residents and visitors should be a concern of all suburban cities - for crime no longer knows or recognizes boundaries...safety in Detroit can lead to safety in the suburbs....
